Children move through developmental stages in their growth with number sense and understanding of place value.  These developmental stages have implicaitons for their fluency with working with numbers.  Fluency has its beginnings with subitization - the ability to quickly identify the number of items in a small set without counting.  The ability to subitize plays an important role in the development of addition and subtraction skills.
